An Alert for Keir Starmer from His Personal History: Without Boldness regarding Britain's EU Exit & Europe, His Party Challengers Might Be.

Seven years ago, a mere a short phrase to energize the party's annual gathering and to show the party was falling out of love with its then leader. Although not exactly stirring rhetoric, the words were greeted with rapturous applause as delegates rose in an impromptu ovation.

As the commotion died down, Keir Starmer, remained at the lectern, blinking in surprise. He was unaccustomed to his speeches producing such a reaction. His statement was simply: "Nobody is ruling out staying in the EU". But context is everything.

In that darkly divisive time in 2018, straying from his agreed text like this was inevitably viewed as issuing a challenge to the party leader, who was trying to prioritise leave supporters in working-class seats over the Europhile sentiments within Labour. In just one speech, this grey-suited opposition Brexit spokesman was transformed – albeit temporarily – into a risk-taker who championed most Labour MPs, members and voters against a leader he would later replace.

The Evolution of Stance & Settled Debates

Since then, the landscape has shifted, not least to Starmer himself. One of his first acts upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue was resolved by the previous year’s general election. And, at the last one, he consistently stressed manifesto “red line” commitments that forbade rejoining the EU, the single market or a customs union.

Like his predecessor, his strategy has focused on winning pro-Leave voters in target constituencies, even if survey data indicates many of them have passed away or shifted opinion.

Pressure Building on the EU

Yet, it’s now the prime minister’s turn to be an embattled Labour leader. And, if EU relations may not be the central crisis in UK politics, a lid that has been kept firmly shut for five years is starting to loosen once more.

The Prime Minister and Chancellor have ramped up the rhetoric about the devastation caused by Brexit has inflicted on Britain's economic standing. It’s a useful stick to criticize Nigel Farage, who seldom discusses how leaving the EU was his primary goal and is still his only real achievement.

Nevertheless, the extent of the economic harm, reportedly has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, dwarfs the micro-mitigation so far offered by ministers. Starmer’s so-called re-set deal agreed with Brussels in 2024 provides gains quantified in low decimal points.

Internal Pressure & Ambitious Proposals

The chancellor is one of those attempting to bypass long-standing Home Office resistance to an expansive version of a growth-enabling youth mobility scheme allowing youths can travel between the UK and the EU for work or study.

The deputy prime minister has pondered publicly regarding the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the powerful finance committee, recently supported an opposition proposal on customs union membership.

Although the Europe minister, the minister in charge of EU policy, who is now attending all cabinet sessions, insists the firm boundaries are still in place, there exist avenues these could be bypassed. One idea would be to declaring the commencement of talks immediately for a more ambitious agreement, to be featured in the following election platform, to be enacted only after securing a new electoral mandate.

The Prime Minister's Fundamental Doubts

Yet, Starmer has lately been pouring cold water on the idea by warning rejoining an EU customs arrangement could undermine the commercial agreements with America, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts run even deeper, stemming from several key concerns.

  1. First, he thinks any customs union agreement is now much harder because his ministers actively diverging from EU regulations in numerous policy areas, like environmental standards.
  2. Second, the exorbitant price set for the UK to join a European defense initiative and the ensuing failure of negotiations has convinced British officials that European nations have little interest in cutting special deals with Britain than in proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, praised by Moscow, is viewed by some influential figures in Number 10 as grounds for Britain to maintain distance from the EU.

A Bizarre Strategy and Strategic Considerations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction due to immigration. It contains only one reference to Britain, found on a proposal that the US government will intervene in our politics to foster the growth of nationalist movements.

However, instead of deciding that this renders America an unreliable partner, the government reportedly fear that deeper EU integration could upset the global balance by endangering fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation and The Echo from the Past

All of which brings us back to 2018. Starmer has always said his speech was not a pitch to become leader but merely an attempt to preserve the “option” of remain being on the ballot paper. Indeed, back then, Starmer still favoured a tailored trade agreement similar to the one he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, widely considered would stand for the leadership, is part of a group of senior ministers letting it be known they want to go further on Europe.

Staff for the Deputy Prime Minister, another likely contender in a future race to replace Starmer, insist she refuses to comment on her stance on a customs union because it would only “escalate unhelpful speculation”.

The Obvious Danger and A Wise Memory

The danger is obvious. Should the PM reject more meaningful steps towards a close relationship, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters reside.

It would be wise for Starmer to recall the impact that a short phrase had on his career in 2018. There are options for a major proposal on Europe that the prime minister ought to consider; he should prise them open himself, before someone else adopt them as their own.
